The last sentence at the end of section 4 is false, the argument used in the proof of Theorem 2 in the CM case does not generalize to other number fields.  See Corollary 8.4 of https://arxiv.org/abs/1801.05355 for a correct statement for exceptional CM elliptic curves over number fields.
